NAPAS has actively coordinated with ministries and related units to deploy many electronic payment methods, increase convenience, reduce time and social costs for people and businesses when paying for online public services. Up to now, people can choose a variety of online public service payment methods via the National Public Service Portal and VNeID application.
In Hanoi, May 24, 2024, to implement the goals of Project on promoting payment for public services via banks and the National Financial Inclusion Strategy until 2025 with a vision to 2030, to develop roles as a national retail payment infrastructure provider, the National Payment Corporation of Vietnam (NAPAS) has actively coordinated with ministries and related units to deploy many electronic payment methods, increase convenience, reduce time and social costs for people and businesses when paying for online public services. Up to now, people can choose a variety of online public service payment methods via the National Public Service Portal and VNeID application.
Implementing the task of connecting payment infrastructure for public services assigned by the State Bank of Vietnam, NAPAS has proactively coordinated with member organizations, ministries and branches to deploy a variety of electronic payment methods to bring convenience, speed and safety to people when making payment for online public services. Accordingly, the National Public Service Portal and VNeID application (developed and managed by the Ministry of Public Security) are two online public service payment channels deployed actively by NAPAS to promote payment for level 4 public services for people.

First of all, for the payment channel via the National Public Service Portal (dichvucong.gov.vn), thanks to the complete connection of the online payment infrastructure for 63 localities, 21 units including Ministries, Departments, and public service providers, people can pay voluntary social insurance and health insurance of household; pay taxes and registration fees of land and property; pay fines for administrative/traffic violations; pay court fees in advance and pay fees and charges of administrative procedure; declare and pay personal taxes.
People will choose payment methods such as NAPAS domestic cards, payment accounts opened at banks and VietQR code. In the coming time, NAPAS will continue to deploy the payment method through mobile money accounts to increase convenience, simplicity, and speed for online public service payments made via the National Public Service Portal.
Notably, people’s habit of paying for online public services is increasing, which is shown by the strong growth of payment transactions on the National Public Service Portal in recent years. Specifically: In 2023, payment transactions via the National Public Service Portal processed through NAPAS increased by 540% in the number of transactions and 149% in the transaction value compared to 2022. By the end of the quarter I/2024, the above payment transactions increased by 153% in the number of transactions and 129% in the transaction value compared to the same period last year.
For the payment channel via VNeID application, based on the implementation of the Project on developing application of population data, identification and electronic authentication for the national digital transformation in the period 2022-2025 with a vision to 2030, NAPAS is continuing to coordinate with Center for research and application of population data and citizen identification, C06, the Ministry of Public Security and related units to deploy online payment of fees/charges for public services via VNeID application . Accordingly, the online payment service for fees/charges of issuance of criminal record certificates has been piloted by the Ministry of Public Security for people in Hanoi and Hue cities.With this service, people can choose to pay via NAPAS cards of 44 banks/finance companies, pay via accounts of 07 banks or pay via VietQR code through applications of 37 banks.
Sharing about the meaning of the task of promoting the electronic payment in the field of public services, Mr. Nguyen Quang Minh, General Director of NAPAS said: "Cooperating with the Government Office, Ministry of Public Security and related units in deploying the payment infrastructure for online public services via the National Public Service Portal and VNeID application is one of the NAPAS’s important tasks as the role of building and operating the financial switching and electronic clearing system for the national payment system. The availability of resources and the payment infrastructure network connecting NAPAS and banks and financial institutions have improved the efficiency and speeded up the process of providing people and businesses with modern, fast and safe payment methods for online public services. NAPAS hopes that the implementation results will be a premise and create motivation for NAPAS and management agencies to continue expanding online payment methods for many other public services in the future, towards the goal of national digital transformation and development of the digital economy, digital society, and digital citizens according to the Government’s policies."
During 20 years of operation and development, NAPAS has always strived to implement the tasks assigned by the State Bank of Vietnam to ensure the provision of safe, stable and seamless payment infrastructure, pioneer in providing new, modern, convenient, safe and fast payment methods for people at a reasonable cost.
Instructions for online payment of fees/charges for issuance of criminal record certificates via the VNeID application: Step 1: Citizens log in to the VNeID application Step 2: Citizens select the administrative procedure "Issuing a criminal record certificate" and declare their public service records according to the request in the records. Step 3: Citizens confirm the records information and the shared information. Step 4: Citizens pay the application fee via the NAPAS Electronic Payment Portal. Note: To make online payments, Citizens need to register online payment service via card/payment account with the Bank. Therefore, if Citizens do not register to use this service with the Bank, please contact the Bank for specific support. Step 5: NAPAS’s payment page returns payment results and transfers Citizens to the application page of VneID. Step 6: After creating a request and making a successful payment, the Citizen’s records are received and processed according to the next process of VNeID. In addition, Citizens can look up statuses and results during the application process. |
