The event marks an important milestone in the partnership between NAPAS and VNPAY, strengthening efforts to enhance the payment ecosystem, apply new technologies, and expand service offerings. Through this cooperation, the two parties aim to further promote cashless payments in line with the Government’s and the State Bank of Vietnam’s policies and orientations.

The signing ceremony was attended by representatives of the State Bank of Vietnam, along with the leadership teams of NAPAS and VNPAY.

Under the direction of the State Bank of Vietnam, and in its role as the national retail payment infrastructure provider, NAPAS has, in recent years, continuously expanded cooperation with reputable partners across the financial and banking system. These efforts aim to develop Vietnam’s digital payment ecosystem in a manner that is secure, synchronized, and efficient.

In this context, the signing of the Comprehensive Cooperation Agreement between NAPAS and VNPAY marks a new milestone in the close collaboration between the two parties. The partnership is oriented toward expanding the scope of service provision, enhancing value-added services, and improving user experience for both domestic users and international visitors.

Comprehensive cooperation to strengthen connectivity within the domestic and international payment ecosystem

Under the agreement, NAPAS and VNPAY will jointly develop several key service groups, including the NAPAS 247 instant fund transfer service and QR code payment services (VIETQRPay). The two parties also aim to expand their product portfolio in phases to meet the increasingly diverse needs of the market.

Cross-border QR code payments (VIETQRGlobal) constitute a key area of cooperation under the Agreement. Accordingly, international visitors to Vietnam will be able to make payments by scanning VIETQRGlobal codes at merchant locations within the VNPAY acceptance network. Conversely, Vietnamese users will be able to use the VNPAY application to scan QR codes and make payments at merchant locations within the overseas partner networks of NAPAS.

To facilitate easy recognition and adoption of the service by international visitors, NAPAS will coordinate with its partners to deploy a unified "VIETQRGlobal" brand identity across the network of payment acceptance points.

Speaking at the signing ceremony, Mr. Nguyen Quang Minh – Chief Executive Officer of NAPAS – stated:

"The cooperation agreement between NAPAS and VNPAY represents an important milestone in the roadmap to expand the digital payment ecosystem in general, and the cross-border payment acceptance network in particular. Leveraging VNPAY’s extensive merchant acceptance network, we are confident that the joint deployment of the VIETQRGlobal service will achieve greater effectiveness in the coming period, meeting the growing payment needs of Vietnamese users and international visitors. This cooperation will thereby contribute to promoting trade, tourism, and Vietnam’s international financial integration."

Mr. Le Tanh – Vice Chairman of the Board of Directors and Chief Executive Officer of VNPAY – emphasized:

"The partnership between VNPAY and NAPAS reflects a strong alignment in vision and a clear complementarity in capabilities between the two organizations. Our shared objective is to develop payment solutions that are more convenient, more secure, and more efficient, so that digital payments are not merely a technological solution, but become an integral and familiar part of socio-economic life."

The comprehensive cooperation agreement between NAPAS and VNPAY is expected to contribute to the promotion of cashless payments, the development of the digital economy, and international financial integration in line with the orientations of the Government and the State Bank of Vietnam. At the same time, it opens up broader opportunities for deeper and more extensive cooperation between the two parties in the coming period.
