Hanoi, August 8, 2025 – The National Payment Corporation of Vietnam (NAPAS) and the Cybersecurity and High-Tech Crime Prevention Department (A05) – Ministry of Public Security officially signed a Strategic Cooperation Agreement to strengthen cybersecurity and prevent high-tech crimes in the electronic payment sector.
The signing ceremony was attended by Deputy Governor of the State Bank of Vietnam (SBV) Mr. Pham Tien Dung; Major General Le Xuan Minh, Director of A05 – Ministry of Public Security; Senior Lieutenant Colonel Trieu Manh Tung, Deputy Director of A05 – Ministry of Public Security; Mr. Phan Thai Dung, Deputy Director of the SBV’s Information Technology Department; and Mr. Le Anh Dung, Deputy Director of the SBV’s Payment Department.
From NAPAS, the ceremony welcomed Mr. Nguyen Quang Hưng – Chairman of the Board, Mr. Nguyen Quang Minh – CEO, Mr. Nguyen Van Cuong – Head of Supervisory Board, alongside representatives from relevant departments.

Delivering a keynote speech at the ceremony, Deputy Governor of the State Bank of Vietnam (SBV) Pham Tien Dung emphasized the critical importance of security and safety in the payment operations of the banking sector. He also assigned NAPAS to proactively strengthen its cooperation with Department A05 of the Ministry of Public Security to enhance the protection of NAPAS’s critical information systems, while providing timely warnings and preventing fraudulent activities targeting customers and the public in the time ahead.
The signing of the Strategic Cooperation Agreement between NAPAS and A05 – Ministry of Public Security marks a new milestone in their partnership, strengthening collaboration to ensure cybersecurity for NAPAS’s IT systems, with both parties committing to closely coordinate in: (i) implementing solutions to protect NAPAS’s IT infrastructure; (ii) preventing, detecting, and addressing illegal activities involving high-tech methods; and (iii) promoting public awareness on information security and online fraud prevention.

Following that, Major General Le Xuan Minh, Director of Department A05 under the Ministry of Public Security, stated that information and cybersecurity have been receiving increasing attention and high appreciation from the entire political system, given the growing concern over cybercriminals launching various phishing campaigns, stealing data, and installing malware into systems. He emphasized that the cooperation agreement between Department A05 and NAPAS demonstrates the strengthened coordination between law enforcement agencies and key entities responsible for financial switching in the national retail payment system. Major General Minh expressed his hope that this partnership would serve as a positive example, fostering closer collaboration between Department A05, the State Bank of Vietnam, and other relevant agencies to effectively combat cybercrime — thereby bringing the greatest benefits to the people, businesses, and the overall development of the country.
Speaking at the ceremony, Mr. Nguyen Quang Hung, Chairman of the Board of Directors of NAPAS, emphasized: "NAPAS is deeply aware that cybersecurity incidents can have serious consequences, directly affecting millions of users and the entire retail payment operations of the economy. The cooperation with Department A05 is an urgent necessity to build a safer and more resilient digital payment ecosystem. Through this collaboration, we aim to ensure peace of mind for customers when using digital payment services, thereby making digital transformation a true driver of growth."

Currently, NAPAS provides financial switching services via cards, accounts, QR codes, e-wallets, and mobile money for over 64 banks, 40 payment intermediaries, and 200 enterprises. Recently, NAPAS collaborated with the first five commercial banks (BIDV, Vietcombank, VietinBank, MB, and Agribank) to implement fraud alert services for customers performing payments or transfers through the NAPAS247 instant transfer system.
Going forward, NAPAS will continue to fulfill its mandate from the State Bank of Vietnam, ensuring the provision of safe – uninterrupted – modern payment infrastructure, promoting cashless payments, and effectively implementing the National Digital Transformation Strategy.
