Hanoi, on March 26, 2024, the National Payment Corporation of Vietnam (NAPAS) attended the seminar “Digitalizing social security payments for people” organized by the Vietnam Government Portal.

The seminar aimed to exchange and discuss measures to promote digitalization of social security payments in the coming time. In particular, NAPAS plays the role of a connecting unit for implementing electronic payment solutions for people not only in social security payments but also other services on the VNeID application in the future.

The seminar was attended by Mr. Le Anh Dung, Deputy Director General in charge of the SBV Payment Department; Mr. Nguyen The Anh, Deputy Director of Expenditure Control Department (State Treasury); Ms. Vu Thi Thanh Ha, Chief of Office of Information Technology Center (Ministry of Labour, War Invalids and Social Affairs); Mr. Nguyen Hoang Long, Deputy General Director of the National Payment Corporation of Vietnam (NAPAS); Major Dao Dinh Nam, Deputy Director of the Center for Research and Application of Population Data and Citizen Identification - National Population Data Center (C06).

Talking about the payment process through accounts and the roles of implementing parties, Mr. Nguyen The Anh (Deputy Director of Expenditure Control Department - State Treasury) said: Regarding payments through individual accounts, the State Treasury has upgraded online public services and payment control processes for individual beneficiaries of the State budget and through the data exchange portal of the State Treasury.

In the future, the State Treasury will implement a social security payment process similar to the salary payment process. Accordingly, the Ministry of Labour, War Invalids and Social Affairs will coordinate with the police agency to exchange and authenticate information of beneficiaries to prepare a payment table, then the Ministry of Labour, War Invalids and Social Affairs will submit a payment request dossier to the State Treasury.

After completing the control, the Treasury will upload the payment table data to the data exchange portal. This process is different and more advanced than before. Previously, when units sent the data to the online public services, the State Treasury would have to print and restore the payment table and bring it to commercial banks for payment. With this process, that step will be digitized and the data will be safe and accurate.

According to Major Dao Dinh Nam, as the permanent implementing unit of Project 06, after more than 2 years of implementation, ministries and branches have implemented it very actively and achieved very positive results through digitalization of social security payments.

Firstly, Project 06, with the role of the Ministry of Public Security and the Ministry of Labour, War Invalids and Social Affairs, has created, compared and clarified all data on social security with the national population database. This is the most important condition to make payments to the right people, to the right objects, and to avoid fraud during the payment process.

 Secondly, C06 has coordinated with the State Bank, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Finance, along with local People’s Committees to perfect the social security feature to build a social security payment platform on VNeID application. In addition, the Ministry of Public Security also aims to, together with other ministries and branches, build social security accounts for all citizens that are authenticated with their identity from the national population data. If in the future, someone becomes a beneficiary of social security payments, they can benefit immediately. We can track the process and payment results which are continuously updated. Therefore, this entire payment process is always guaranteed to be convenient, public, transparent with the right people, objects, and applied the technology and digital transformation.

On the SBV side, Mr. Le Anh Dung, Deputy Director General in charge of the SBV Payment Department, shared that in recent times, the State Bank has advised and promulgated many favorable policies and regulations for non-cash payments. Banks have invested in systems and researched and developed service solutions to provide safe and convenient payment services. This facilitates agencies to receive and use the money accurately to meet the needs of social security payments quickly, conveniently, and more safely.

Mr. Le Anh Dung expects that although the social security payment digitalization is new, it is potentially deployed very successfully, bringing practical benefits to people and social security beneficiaries. If it is successful, digitalizing social security brings many benefits. Not only does it simplify the social security payment process, but it also ensures that the exact source of money is transferred to the beneficiary smoothly, transparently and safely. At the same time, service providers such as NAPAS and banks also benefit from the increase of customer classes. Authorities will, of course, serve the people better, especially through VNeID, which allows to authenticate beneficiaries. 

NAPAS "gets involved" proactively

It can be said that NAPAS has well prepared the technical infrastructure (hardware, software), ensuring security, safety, efficiency, and effectiveness in connecting banks to the C06 system, the Ministry of Public Security. At the same time, NAPAS has also prepared the system of processes, operations, as well as human resources to operate a 24/7 service operation monitoring center to promptly detect errors and incidents and coordinate with other parties to handle it as quickly as possible, ensuring all of the services of NAPAS and social security payments are carried out smoothly.

In the near future, after C06 officially updates the social security feature on the VNeID application so that all people can register bank accounts and mobile money accounts, NAPAS will coordinate for official and widespread implementation.

Regarding service development plans, NAPAS aims to become a connecting unit to implement electronic payment solutions for people not only in social security payment services but also other services on the VNeID application in the future.

"In the near future, we will also coordinate to implement the service so that customers, people can pay immediately fees and charges for public services and do it through VNeID software such as: verification of legal documents of people, registration, renewal, and change of citizen identification cards, as well as a number of other services, etc. which will save a lot of time and effort, and make public services provided through the VNeID platform and software be implemented smoothly and quickly." Mr. Long said.
