The conference also serves as a platform to recognize and honor organizations that have made outstanding contributions to the overall growth of the payment network.

The conference was attended by representatives of the State Bank of Vietnam (SBV), including Mr. Pham Anh Tuan, Director General of the Payment Department, and Mr. Le Hoang Chinh Quang, Director General of the Information Technology Department, along with representatives from 65 Member Organizations, NAPAS leadership, and relevant functional departments.

The Conference addressed the domestic economic context and trends in the electronic payment market. In line with the Government’s orientations, innovation and digital transformation are identified as key pillars for realizing the national digital economy development goals. In this context, electronic payments are not only a modern transaction method, but also a critical driver of economic activity, contributing to improved productivity and overall market efficiency.

In the coming period, the electronic payment sector is expected to continue experiencing strong growth opportunities, while also facing challenges related to safety, security, and competitiveness. In response to these requirements, NAPAS reaffirmed its pioneering role in applying new technologies and deploying solutions to ensure stable, secure, and uninterrupted system operations, thereby meeting the increasingly growing payment needs of individuals and businesses.

The year 2025 marked a series of significant milestones in NAPAS’s operations. Accordingly, the NAPAS system recorded growth of 23.7% in transaction volume and 8.7% in transaction value compared to 2024, with an average of more than 32 million transactions processed per day. Among these, instant transfer services via VietQR continued to lead in terms of growth. As of October 2025, nearly 90 million mobile banking accounts were using bank applications to scan VietQR codes. During the first ten months of the year, VietQR transactions increased by more than 52% in volume and 85% in value compared to the same period in 2024. Notably, system availability reached 99.997%, exceeding committed service levels and affirming NAPAS’s strong operational stability and security capabilities.

Also in 2025, NAPAS successfully completed the implementation of several key projects. These included upgrading technical standards for QR-based transfer and payment services to enhance quality and enable faster, more efficient service expansion; and deploying the NAPAS digital payment platform, delivering a convenient, secure, and consistent payment experience for users across multiple platforms. NAPAS officially launched the NAPAS Tap and Pay mobile payment solution on Android devices and Apple Pay on Apple devices, while standardizing and expanding VIETQRPay for domestic payments and VIETQRGlobal for cross-border payments.

NAPAS has completed QR code payment connectivity with Thailand, Cambodia, and Laos. Notably, in early December 2025, NAPAS will coordinate with UnionPay to officially launch QR code payment services between Vietnam and China, initially enabling Chinese customers to make payments at merchant acceptance points in Vietnam. In the coming period, NAPAS will continue expanding connectivity to other countries such as Singapore, South Korea, Japan, and India, with the goal of building a seamless QR code payment solution from domestic to cross-border use, offering convenience and reasonable costs for citizens and international visitors to Vietnam.

Alongside its focus on developing modern payment solutions, NAPAS places strong emphasis on transaction safety and security. In 2025, NAPAS deployed a suspicious transaction and fraud alert tool for Member Organizations, leveraging data from the State Bank of Vietnam’s SIMO system and data provided by the Ministry of Public Security. At the same time, NAPAS coordinated with the Vietnam Banks Association to issue a Fraud Prevention Handbook, supporting banks in handling suspicious transactions, protecting users, and promoting cashless payment habits.

Speaking at the Conference, Mr. Nguyen Quang Hung – Chairman of the Board of Directors of NAPAS – emphasized:

Looking toward 2026, NAPAS will expand the deployment of key services such as VIETQRPay, VIETQRGlobal, and Tap and Pay; accelerate cross-border payment connectivity with countries in the region; enhance the application of new technologies; ensure system security; and further improve user experience.

The 2025 Member Organization Conference was not only an occasion to review the achievements of the past year, but also a demonstration of NAPAS’s commitment to accompanying its Member Organizations, fostering innovation, expanding cooperation, and developing a comprehensive digital payment ecosystem. With these notable achievements, NAPAS continues to reaffirm its position as the national payment infrastructure provider, contributing to the realization of Vietnam’s digital economy development goals.
